Twubakane Program Officer

The Twubakane Program Officer is responsible for providing program management and monitoring and evaluation support to a large country program in Rwanda and is based in Kigali, Rwanda. S/he provides technical support to the local M&E team on monitoring and evaluation plans, reports and data collection efforts; is responsible for writing donor-required reports, supporting technical teams to plan for and manage outside technical assistance/consultants, and coordinating program workplan development and revisions. S/he may supervise summer graduate school interns. S/he reports to the Twubakane Chief of Party.
From a monitoring, evaluation, and program management aspect, specific functions include attending Twubakane weekly senior staff meetings and coordinate delegation of weekly management tasks including, but not limited to, meetings to attend, reports to be written, consultants to request or support during their work with Twubakane; attending all Twubakane technical meetings with USAID Rwanda and other key stakeholders as requested by the Chief of Party, or his/her delegate and document and distribute comments and next steps to be taken to appropriate Twubakane and/or Chapel Hill-based staff; developing and responding to all USAID and Twubakane reporting including the following: program monitoring, quarterly and annual program reports, PMI or PEPFAR reports, and Government of Rwanda reporting; disseminating quarterly and annual monitoring reports to Twubakane Rwanda staff, USAID Rwanda, the MOH, Twubakane partners and all key stakeholders; supporting monitoring and evaluation efforts with M&E team, and negotiate project targets with USAID Rwanda and Twubakane technical team leaders based upon knowledge of indicators for the program and USAID Operational Plans; leading, with support from the M&E team, the development and revision of the program annual and quarterly workplans; assisting technical staff to develop consultant scopes of work for Twubakane, as requested, and routinely manage all technical assistance scheduling; helping technical staff plan for all technical assistance assignments ensuring that management tasks are organized; contributing ideas and written products as part of the development of Twubakane concept papers, proposals, and budgets, responding to the USAID Rwanda and the MOH’s technical priorities; providing support to the seconded IntraHealth staff member (clinical specialist) on the PBF project in the form of regular meetings, ensuring participation in monthly Twubakane and Capacity staff meetings, reviewing IntraHealth contributions to project quarterly reports, interfacing with project management to ensuring organizational interests are represented and contributions acknowledged. Budgeting functions include collaborating with Twubakane finance and technical staff and Chapel Hill-based program staff to develop field and project activity budgets, including LOE projections for consultants and headquarter technical staff; and, together with Chapel Hill-based program staff, assisting with monitoring and tracking of existing in-country activity budgets to ensure expenditures are appropriate or modify budgets to reflect accuracy.
Requirements include a Bachelor’s degree in a related field and five or more years' related experience, Masters in Public Health preferred; field experience in East/Southern Africa preferred; working knowledge of international health and development; knowledge of maternal and child health and/or decentralization technical terms and programs; ability to develop and monitor performance monitoring plans; ability to develop work plans and budgets to support them; excellent oral and written communication skills in English; proficiency in French required; substantial experience in working with information search/retrieval systems; ability to juggle and prioritize multiple tasks; proven team player with strong interpersonal skills; position requires resident work and travel in Rwanda, as well as occasional international travel.
This position is with IntraHealth International in Kigali, Rwanda and current residency in Rwanda is preferred.
