Director of Behavioral Healthcare

AGENCY: Rubicon Programs Incorporated is one of the United States’ leading “social entrepreneurial” organizations, with recognition including four-time selection as a winner of The Fast Company/Monitor Group Social Capitalist Awards. The organization’s mission is to develop innovative ways to help people move out of poverty and homelessness and to provide support for those overcoming the challenges of a mental health diagnosis. Rubicon provides employment and training, housing, legal services, and behavioral healthcare services, to people throughout the Bay Area. Rubicon operates two businesses — Rubicon Landscape Services and Rubicon Bakery. The combined annual operating budget is over $16 million with more than 200 employees.

ACCOUNTABILITY: The Director of Behavioral Healthcare Services works under the supervision of the Executive Director to manage all behavioral health services including the agency's psychiatric day treatment program, and its Substance Abuse/Dual Diagnosis Program. In late 2006, Rubicon was awarded Contra Costa County’s Mental Health Service Act funded Full Service Partnership contract for integrated services to Adults. Rubicon and its partners will be implementing this program starting spring 2007. The budget for Rubicon behavioral healthcare services is approximately $2.5 million, with approximately 30 staff and physician consultants.

QUALIFICATIONS: The Director of Behavioral Healthcare Services must have:
Current professional licensure as MFT, LCSW, Ph.D. or equivalent;
Five years of experience managing, developing, and evaluating mental health and substance abuse services, preferably in service provision to a disabled low-income population; including significant supervision of staff and team leadership;
Experience in monitoring and managing grants and contracts;
The ability to establish and maintain effective working relationships with supervisor, co-workers, clients and community agency partners;
Excellent oral and written communication skills;
The ability to work successfully with diverse populations;
A working knowledge of agencies and services located in Contra Costa and Alameda counties preferred;
Bi-lingual in Spanish/English highly desired;
Proof of a valid and current driver license, current auto insurance, and an acceptable Motor Vehicle Report.

RESPONSIBILITIES: The Director of Behavioral Healthcare Services will:
*Manage all behavioral healthcare programs for the agency, including its psychiatric day treatment program, specialty outpatient mental health services, and its new MHSA FSP program;
*Screen, hire, train and supervise staff;
*Design and implement goals and objectives for behavioral healthcare services;
*Work with staff psychiatrists, clinical supervisors, and other staff to assess clinical needs of the programs;
*Assure ongoing development and evaluation of services;
*Collaborate with staff to assure contract compliance and preparation of billings and reports;
*Convene clinical team;
*Participate in case conferences and utilization reviews;
*Collaborate with directors of other departments;
*Collaborate with County and other nonprofit behavioral healthcare organizations, representing Rubicon in the behavioral healthcare community;
*Ensure crisis intervention capacity;
*Attend in house and inter agency meetings as required; and
*Perform other duties as assigned by the Executive Director.

HOURS: 40 hours per week.

COMPENSATION: Negotiable depending on experience, with 5% increased compensation for demonstrated bi-lingual Spanish/English skills. This is an exempt position.
